札幌市市长上田文雄致辞

　　秉承“冬季是资源和财富”的宗旨，第一届市长会议在1982年召开。从那时开始，市长会议一直定期举行，旨在为拥有相似气候条件的世界冬季城市提供一个可以互相交换意见和分析解决冬季问题的平台，为更好地建设充满生机的冬季城市服务。

　　第十二届世界冬季城市市长会议在中国吉林省省会长春市举行。长春市是中国东北典型的冬季城市，随着近年来经济的快速增长，城市的发展取得了显著的成果。长春市被誉

　　“在冬季里发展”是第十二届市长会议的总主题。在这个主题下，来自世界各地的市长们将在大会上分享他们关于冬季问题的知识和经验。会议上还将在大会的两个分主题即“冬季环境问题”、“冬季城市人民生活问题”下，重点讨论冬季交通、能源、城市绿化，公共空间和冬季旅游资源等话题。与这些话题相关的过往和未来的问题也将提出并在会议上讨论。

　　与市长会议同期举办的还有冬季产品博览会，主要展出各种冬季产品、积雪处理相关机械设备和产品；冬季城市论坛将聚集冬季相关领域的专家和学者共同讨论冬季生活和城市规划等相关的问题。

　　我们将用最大的热情，努力通过市长会议营造一个便于冬季城市交流和分享的平台，为建设充满生机的冬季城市贡献力量。

　　Greetings From The Mayor Of Sapporo

　　Under the philosophy "Winter is a Resource and Asset， "the first Mayors Conference was convened in 1982. Since then it has taken place continually in the world winter cities for the purpose of giving the cities in the world with similar climatic conditions an opportunity to gather together and discuss common issues in order to create livable winter cities.

　　Changchun， which is the capital city of Jilin Province and a typical winter city in the northeast of China，has achieved rapid development along with recent economic growth. The city is referred to as "auto city"， "film city"， "city of science and technology" and "city of sculpture." On behalf of the city of Changchun and all the member cities， we are very proud and honored to hold Mayors Conference in Changchun. Such a vigorous city as well as we would like to extend our cordial welcome having mayors and related offcials from many mations join in the conference.

　　"Grow in Winter" is the main theme for the 12th Mayors Conference. Under this theme， mayors form winter cities of all the corners of the world will share their knowledge and experience to address winter-related issues. With the subjects of discussion "environmental issues in winter" and "overcoming of challenges in winter citizens' life， "issues of winter traffic， energy resource. urbangreening， public space in winter and tourism resourees in winter will be discussed. Precedent and advanced cases related to these issues will also be introduced.

　　In conjunction with the Mayors Conference. "Winter Expo，" and exhibition of various winter-and snow-related machines and products will be held as well as "Winter Cities Forun" in which experts and academic researchers in various fields make presentations regarding winter lifestyle and city planning.

　　We earnestly hope to make every effort to forge anetwork of winter cities throuth Mayors Conference and to contribute to creation of livable winter cities. We look forward to your and your city's participation.

　　札幌（在阿伊努语中的意思是“穿越平原的主要河流”）是日本北海道的首府、日本第五大城市。札幌同时也是日本最年轻的大都市之一，在1857年，札幌仅有人口7人。

　　日本明治初期也是北海道迅猛发展的时期，札幌被定为行政中心，并逐步扩大范围将周围町村并入，于1922年8月1日正式建市。

　　札幌因1972年成功举办冬季奥林匹克运动会而世界闻名，如今，这座城市则以拉面、啤酒和每年2月份举行的冰雪节而知名。

　　Sapporo， Japan

　　Sapporo is the capital of Hokkaido and Japan's fifth largest city. Sapporo is also one of the nation's youngest major cities. In 1857， the city's population stood at just seven people. In the beginning of the Meiji Period， Sapporo was chosen as the island's administrative center. It became city on Aug.1 1922. Sapporo became world famous in 1972 when the Olympic Winter Games were held there. Today， the city is well known for its ramen， beer， and the annual snow festival held in February.

　　作为宫城县的首府，仙台市是该地区的工业中心。

　　仙台市以与大自然融合一体的现代化城市而闻名日本。特别是市区中心部的街道树、公园等绿色植被多，又有“森林之都”的美称。另外仙台还拥有可追溯400年历史的丰富文化遗产。因为这些原因，成为日本最受欢迎的旅游胜地之一。

　　仙台市位于本州的北部，一年四季温暖如春，气候宜人。

　　另一方面，仙台也是一座重视历史和文化的城市，七夕节等传统活动吸引来众多游客。

　　Sendai， Japan

　　Locating in the heart of Japan's Tohoku region， Sendai is the area's industrial center. The city features an abundance of natural beauty that changes with the seasons. Sendai nickname "literally city of green" illustrates this perfectly. The city has a rich cultural heritage stretching back 400 years to its founding by feudal lord Date Masamune. These factors have helped make Sendai the area's most popular tourist destination. Festivals such as Tanabata and the Light pagean attract many people to the city.

　　青森市将它的发展归功于它独特的交通位置，以及作为日本北方中心城市的地理位置，被认为是保证青森市在面向21世纪可以持续发展的重要方面。拥有近29万人口的青森市是一个具有巨大吸引力的现代化城市，它一面与八甲田山相邻，另一面是大海，并且有一个天然的优良海港。青森市一年四季气候温和，冬天平均气温为2摄氏度，只有很少时候会降到零下10摄氏度左右。但另一方面，青森市每年的降雪量非常大，因此这也成为城市规划者们每年都面临的重大挑战。作为日本北方城市的中心，青森市希望能在有关冰雪地带生活的信息方面发挥国际性的作用。

　　Aomori owes its development to its unique position as transportation and distribution hub for the north of Japan. This vital factor also holds out great promise for continued urban development as Aomori heads into the 21st century. Aomori is an attractive modern city， bordered on one side by the Hakkoda mountain range and on the other by the sea and a fine natural harbor. As one of Japan's Northern urban centers， Aomori hopes to play an international role in circulating information about life in snowy regions.

　　太白（韩国）

　　太白市是韩国重要的文化和历史中心，被认为是韩国文明的发源地。

　　太白市得名于太白山。太白山在韩国文化上有很重要的意义，是精神上的象征。常年被积雪覆盖的太白山是韩国最负盛名的景点和旅游胜地，每年吸引着大量的游客。太白山也是很好的爬山胜地，因为其舒缓的山势，所以适合所有年龄段的人攀登。在太白市还有著名的太白山省级自然公园、太白煤矿博物馆、太白冰雪节。

　　Taebaek， Korea

　　Taebaek city is the culture and history center of Korea which is thought to be the civilized cradle of this country. The snow-covered Taebaek Mountain is the most famous scenic spot where arracts large numbers of tourists every year. Taebaek holds the prestigious provincial nature park， museum of the coal mine， and ice-snow festival.
