中广网华盛顿1月3日消息(记者伍刚) 作为世界银行对12月26日海啸灾难援助的持续动员,世界银行行长沃尔芬森今天动身去印度尼西亚,出席1月6日在雅加达召开的东盟领导人会议,会后将访问亚齐省和苏门答腊地区,之后访问斯里兰卡和马尔代夫,实地了解上周地震海啸灾难后救援所需资源的第一手情况。地震海啸灾难已造成15.5万多人死亡,使亚洲、东非地区数十万人无家可归。

Wolfensohn today will traveltoIndonesia to attend a January 6 meeting of the leaders oftheAssociation of Southeast Asian Nations (ASEAN) in Jakarta.Fromthere, he will visit the Sumatran province of Aceh, and travelonto Sri Lanka and Maldives, to see first-hand what resourceswillneed to be mobilized following last week’s devastatingearthquakeand tsunami that has killed more than 155,000 people andcenterhundreds of thousands homeless across Asia and easternAfrica.“Thisis a crisis of massive proportion, requiring a massiveresponsefrom the international community,” said Mr. Wolfensohn. “Iamtraveling to the region to see for myself the extent ofpeoples’needs on the ground, and to help advance further the WorldBank’sresponse. We are working hand-in-hand with all our partnersas wehelp these countries make the transition from humanitarianreliefto long-term recovery.” Mr. Wolfensohn will first attend theASEANmeeting, which has as its goal the coordination of reliefeffortswith the affected governments, international organizations,andother donors.Following Thursday’s meeting, Mr. Wolfensohnwilltravel to Aceh with the United Nations’ Secretary-GeneralKofiAnnan and other officials to see the damage first-hand andtalkwith survivors. He will continue on to Sri Lanka and theMaldivesto visit the affected areas and discuss reconstructionprioritiesand their funding with government officials and theaffectedpeople. World Bank Response to DateIn thedaysimmediately following the crisis, the World Bank announced itwouldcommit an initial $250 million for emergency reconstructionwhilefurther financing for longer-term reconstruction needsisidentified. The $250 million can be made available quicklyfromexisting programs, and will include the provision ofemergencycredits and grants to respond to the immediate needs inthecountries hit by this disaster.The World Bank’s assistance isbeingtailored to individual country needs as they are identified,takinginto account the local capacity for effective implementationanddisbursement. Priority is being given to urgentrehabilitationactivities, assistance to communities in need ofhealth andlivelihood support, and critical reconstruction projects.The Bankis coordinating with the International Monetary Fund (IMF),the UN,and relief agencies to allow for a smooth transition fromrelief todevelopment support.Immediate Action by the World BankInterms ofimmediate, practical, on-the-ground support, the WorldBank’sassistance effort includes:Sri LankaThe Government of SriLanka andWorld Bank staff in Colombo have been in close dialoguesince thecrisis. Bank response so far has included:Releasingresources underongoing projects for medicines, water purificationand storagetanks, pumps and earth moving equipment;Reviewing theportfolio ofBank projects to determine additional resources thatcan bereleased for the immediate effort, or readied for thelonger-termrehabilitation effort. For example, ongoing operationsineducation, health and housing can readily be adapted forthereconstruction that will be needed over the comingmonths.Readyinga Bank team to be in Sri Lanka within the week tobegin the work ofassessing the reconstruction needs, and preparingan appropriateresponse. Apart from resources from portfoliorestructuring, therapid processing of an Emergency Recovery Creditis foreseen by endFebruary.Agreement with the Asian DevelopmentBank (ADB) that theorganizations will work hand-in-hand to preparethe next stage ofthe response.IndonesiaThe World Bank, with theADB, the Governmentand other partners, is working jointly to assessthe reconstructionneeds and develop a post-disaster reconstructionplan. A fulltechnical assessment mission is expected to visit Acehas soon asis practical. The Bank is discussing the followingoptions with theGovernment:Using existing operations on the ground,including thepossibility of making a special contribution to theneedsassessment and recovery work by mobilizing the Bank’s networkofthousands of local facilitators who are part of the anongoingcommunity development project, the Kecamatan DevelopmentProject.The Bank is already in the process of activating thisnetwork whichcould be up and running in a matter of weeks andgreatly strengthenrural coverage.Reorienting the Bank’s existingproject portfolio,including the use of undisbursed balances withoutdisrupting themomentum or success of the projectsinvolved.Complementing projectsin the pipeline with specificcomponents for Aceh.Providingadditional Emergency Recovery andReconstruction Assistance in theform of a specific new emergencyoperation. MaldivesThe Government of Maldives askedtheWorld Bank for assistance the day after the disasterandestablished a Disaster Response and Mitigation Committee andanational center to coordinate the response. The Bank isalsosetting up a temporary liaison center on the island capitalofMale. Bank response to date:An advance Bank team arrivinginMaldives early Tuesday (January 4) to begin reprogramming fundsofabout $12 million and to launch the medium term needsassessmentfollowing the UN’s initial assessment just completed.TheBank andthe ADB agreed with the Government that the twomultilateral banksshould form a joint team which begins work inMaldives thisweek.The Bank’s private sector affiliate, theInternational FinanceCorporation, which has supported the tourismsector on the islandnation, is also likely to contribute staff toassist in assessingthe damage and financing options for the tourismsector. Themission would prepare financing operations and carry outa needsassessment that could be input to the government’s efforttomobilize additional resources.The World Bank is nowmobilizingassessment teams for Indonesia, Sri Lanka and Maldives,and astand-by team is being identified in the event thatadditionalcountries require assistance. While the focus ofassistance will beon the immediate recovery, the Bank will reviewwith theGovernments ways to enhance the countries’ preparedness fornaturaldisasters and capacity in hazard risk mitigation in the longterm.Options for increased regional cooperation, includingthefeasibility of establishing a regional tsunami warning systemwillalso be assessed. Sources of FundsThe total amount offundingfor emergency recovery assistance will be determined basedonindividual countries’ needs and resources made available byotherdevelopment partners. Bank assistance will initially be in theformof reallocation of funds from existing operations thathavesignificant un-disbursed funds and potential savings. Inaddition,some projects in the pipeline may be refocused tosupportreconstruction efforts. Special attention will be taken toensurethat reallocation does not jeopardize the success or momentumofexisting programs.Additional emergency recovery loans willbeprovided in countries where reallocation of funds isnotsufficient. This may entail freeing up some of the projectedFY05commitments. Incremental country allocations from theInternationalDevelopment Association (IDA), the World Bank’slending arm for thepoorest countries, will also be sought wherenecessary.
