为期两天的中国昆明-东亚城市市长论坛圆满完成了各项议程，12月3日落下帷幕。大会通过昆明宣言,以下是宣言全文:

　　我们，来自东亚各国的市长们，于2003年12月2日至3日在中国美丽的春城―昆明举行了第一届东亚城市市长论坛。

　　在经济全球化步伐不断加快，东盟和中日韩(10＋3)合作已引起高度关注的大背景下，我们围绕“东亚城市-合作与发展”这一主题，在各自国家的法律和政策框架内，就共同关心的问题进行了深入的探讨，达成了广泛的共识。我们郑重宣告：

　　一、认识到，我们对增进东亚人民的福祉、促进东亚城市的发展肩负重要的责任，我们之间长期密切的合作已经成为推动本地区发展的重要动力，我们决心共同努力，通过不断密切的城市间合作，促进东亚共同繁荣。

　　二、我们将在平等互利的基础上不断深化东亚城市间的友谊。我们将根据互惠互利、注重实效的原则，采取具体步骤促进稳定发展。我们将尊重本地区多样性和文化传统特性。我们将通过建立广泛、深入、持久的合作关系，确保贸易、投资、就业和平等的利益分配，以缩小东亚城市间的发展差距。我们将致力于东亚城市及本地区的共同发展，积极实行可持续发展，努力整合经济，推进社会进步，改善环境，促进亚洲乃至世界的和平、稳定与繁荣。

　　三、我们将在10＋3合作框架内，充分发挥城市作为商业和文化中心的重要作用，在以下领域开展广泛、务实的合作与交流：

　　-―加大城市开放力度；――增加城市间的贸易投资机会；

　　――加强城市间的信息、交通和通讯联系；

　　――促进城际旅游；

　　――加强人力资源开发合作以创造更多就业机会；――促进城市间的技术合作与交流；

　　――提高城市居民的健康和安全水准；

　　――在社会福利、扶贫、人类全面发展战略等领域创造合作渠道；

　　――推动本地区工业化、城市化、现代化和环境保护的协调发展；

　　　――通过本论坛为民间创造参与10＋3合作的新渠道。

　　　四、为充分发挥市长在推进东亚城市合作中的独特作用，我们将：

　　――为居民、社团和企业在东亚城市间从事文化、商业和旅游活动，创造邻里般和谐环境并提供充分协助；

　　――加强对企业、社团和居民的信息服务，积极推进媒体合作，促进城市间各类信息的交流；

　　――鼓励东亚城市及其企业和居民充分利用东亚城市市长论坛网站，促进各领域的务实交流与合作；

　　――加强东亚城市在地方立法、制定政策、交流地方政府最佳管理实践等领域的合作；

　　――为促进城市间的贸易，帮助企业拓展市场，每年举行一次“东亚城市商品交易会”；

　　――为密切城际合作，努力建立城市间各种形式的直接交流、对话与合作机制；

　　――加强东亚城市在公共卫生领域的合作，采取共同措施，消除重大传染疾病的负面影响。

　　五、我们一致同意，把东亚城市市长论坛建设成加强东亚城市直接对话、深化交流与合作的重要机制。论坛将在自愿的基础上，由东亚城市每年举办一次。论坛将与东亚城市商品交易会同时、同址举办。

　　六、论坛鼓励其它东亚城市的加入，并将积极与亚洲和世界其它城市及相关国际和国内组织，如地方政府国际联盟，开展广泛的合作与交流。

　　KUNMING DECLARATION

　　East Asia Mayors’Forum·Kunming, China2-3 December 2003

　　We, the mayors from East Asian countries held the first East Asia Mayors’Forum (EAMF) in the beautiful Spring City of Kunming, China on 2-3 December 2003.

　　In the context of accelerated economic globalization and dynamic development of ASEAN Plus Three (10+3) cooperation that has attracted more and more attention, we, under the theme of East Asian Cities--Cooperation and Development and within the legal and policy environments of respective countries, held intensive discussion on issues of common concern and reached broad consensus. We solemnly declare:

　　1. Realizing that we shoulder important responsibilities of promoting the well-being of the people and the development of East Asian cities, and that long-term and close cooperation among us has become an important impetus to the development of our region, we are determined to make concerted efforts to promote common prosperity of East Asia through unremitting and close cooperation among our cities.

　　2. We will deepen friendship among East Asian cities on the basis of equality and mutual benefit. We will take practical steps to seek steady development in accordance with the principles of reciprocity and efficiency. We will respect diversities and each other’s cultural traditions and characteristics. We will endeavor to narrow development gap among East Asian cities by establishing an extensive, profound and lasting cooperative relationship, which will be conducive to trade, investment, employment and equitable distribution of benefits. We shall actively promote common and sustainable development, economic integration, social development and improvement of environment in East Asian cities and the whole region for the peace, stability and prosperity of Asia and the world.

　　3. We will, within the framework of 10+3 cooperation, make full use of advantages of our cities as business and cultural centers in our respective region, and play an important role in promoting extensive and pragmatic cooperation and exchange in the following areas:

　　---- to further expand the opening of our cities;

　　---- to create opportunities for inter-city trade and investment;

　　---- to promote information, communications and transportation links among our cities;

　　---- to boost city-to-city tourism;

　　---- to strengthen inter-city HRD cooperation and create more job opportunities;

　　---- to expand exchanges and cooperation in science and technology among our cities;

　　---- to cooperate to raise health and safety standards for the people in our cities;

　　---- to create channels for cooperation in social welfare, poverty alleviation and total human development strategies in the region;

　　---- to promote cooperation for balanced development of industrialization, urbanization, modernization and environment protection in the region; and

　　---- to create new channels for non-governmental entities to participate in the 10+3 cooperation process through EAMF.

　　4. We agree to play our unique role as mayors of municipal governments in promoting cooperation among East Asian cities. We will:

　　---- create a good-neighborly and harmonious environment and provide adequate assistance to individuals, organizations and businesses who travel between East Asian cities for cultural, commercial and tourism purposes;

　　---- improve information service for businesses, organizations and individuals and encourage media cooperation with a view to promoting information exchanges of our cities;

　　---- encourage our cities and businesses and individuals to make full use of the website of the EAMF to facilitate exchanges and cooperation in various fields;

　　---- enhance cooperation among East Asian cities in the area of local legislation, policies and best practices in local governance;

　　---- hold an annual East Asian Cities Commodities Fair to boost inter-city trade and help businesses to expand market share;

　　---- make efforts to establish direct city-to-city exchange and dialogue mechanisms in various forms insgroupsto promote closer cooperation among the cities; and

　　---- enhance cooperation among East Asian cities in the area of public health and take joint measures to eliminate the negative effects of major epidemics.

　　5. We agree that EAMF should establish itself as an important mechanism for direct dialogue and close cooperation among East Asian cities. The Forum will be held once a year back to back with the East Asian Cities Commodities Fair by an East Asian city on voluntary basis.

　　6. The Forum will encourage other East Asian cities to join in, and actively conduct extensive cooperation and exchange with other cities and relevant international and national organizations in Asia and the rest of the world, such as the International Union of Local Authorities (IULA).
