中新网香港5月8日消息：《财富》论坛香港年会今晚7点举行了开幕晚宴。以下为香港特区行政长官董建华的致辞

江主席、李文先生、各位嘉宾：
《财富》杂志选择在香港举行二十一世纪首次《财富》全球论坛，我们深感高兴。 承蒙国家主席江泽民先生莅临香港
，在论坛揭幕盛会上，发表重要讲话，我们不胜荣幸。
差不多四年前，一九九七年七月一日，江主席莅临此地，出席庄严肃穆的香港回归大典，向全世界宣布香港回归祖国
。四年来，香港市民及世界各地人民都亲睹“一国两制”的构思在香港全面落实。香港是一个开放、多元化、保障言论自由、
奉行公平竞争原则的社会。香港的司法机构稳健独立，我们一直坚守法治精神。特区政府运作透明，敢于承担责任，积极照顾
市民各方面的需要。回归后，香港市民维持一贯的生活方式。
在国际上，我们以“中国香港”的名义参与国际组织所举办的4000多项大型会议，并且按照《基本法》，即“一
国两制”的宪制架构所赋予的权力，与多个国家签订超过50项双边协议。一如往昔，香港市民仍然享有进出境的自由。不少
在一九九七年前移居海外的香港人已陆续回流。流入本港的海外直接投资仍然十分可观。在二零零零年，我们直接获得的海外
投资合共640亿美元，金额之庞大，在亚洲区名列前茅。大量人才和资金继续流入香港，足见港人和海外人士都对“一国两
制”的成功落实充满信心。
二十世纪所发生的大事中，不少有助推进全球今天的发展。香港在“一国两制”的理念下回归祖国，诚属世纪大事。
“一国两制”的概念是祖国所开创的理念。通过这构思，中国以和平的方式，解决国土和行使主权的问题，令资本主义与社会
主义两种制度在一国之内并存。诚然，这个构思并非单从香港出发，因为“一国两制”推行成功，有助实现祖国统一大业。这
项创举的成功，对全球五分一人口均有历史意义。
“一国两制”的政策在香港成功落实，我们引以为荣。这端赖中央政府在江主席的领导下，决意推行有关政策，全力
支持特区政府。开创和落实“一国两制”，需要远大的目光、过人的气魄、创新的精神和坚毅的决心。这些特质，江主席向我
们一一展现了。
江主席把一生奉献给国家和人民。在江主席的带领下，国家走上中国近代历史上最康庄繁荣的大道，经济蓬勃发展，
人民享受富足安定的生活。

ace,inasolemnceremonymarkingthehandover,PresidentJianga
nnouncedtotheworldthereturnofHongKongtoChina.Overthepas
tfouryears,thepeopleofHongKongandtheworldatlargehavewit
nessedforthemselvesthesuccessfulimplementationoftheconc
eptof"OneCountry,TwoSystems".Oursocietyispluralistic,vo
cal,competitiveandopen.Thejudiciaryisstrongandindepende
nt,andtheruleoflawisbeingupheld.TheGovernmentistranspar
ent,accountableandresponsivetotheneedsofHongKongpeople.
HongKong'swayoflifehasbeenpreserved.
Internationally,asHongKong,China,wehavetakenpartino
ver4,000conferencesofinternationalorganisations.Wehavea
lsosignedover50bilateralagreementswithothercountriesasp
ermittedbytheBasicLawwhichprovidesalegalframeworkforthe
"OneCountry,TwoSystems".HongKongcitizenshavecontinuedto
movefreely,withmany,manywhohavemigratedoverseasbefore19
97choosingtoreturntoHongKong.Therecontinuestobestrongfo
reigndirectinvestmentintoHongKong-billionUSin2000,on
eofthestrongestinflowsinAsia.Thehumanandfinancialcapita
linflowintoHongKongisthebestdemonstrationofconfidenceby
thepeoplebothathomeandabroadthat"OneCountry,TwoSystems"
isbeingsuccessfullyimplemented.
Manygreateventsinthe20thCenturyhavehelpedtoshapethe
worldweknowtoday.IbelievethereturnofHongKongtoChinaunde
rtheconceptof"OneCountry,TwoSystems"wasoneofthosesignif
icantevents.TheconceptwasoriginatedbyChinawhichwhensucc
essfullyimplemented,wouldresolveinapeacefulmanneradispu
teinvolvingterritoryandtheexercisingofsovereignty.Itwou
ldmakepossibletheco-existenceoftwosystems,onecapitalist
systemandonesocialistsystem,withinonecountry.Ofcourse,i
twasdesignedwithmorethanHongKonginmind,becausethesucces
sfulimplementationoftheconceptinHongKongwillhelpthepeac
efulreunificationoftheentirecountry.Onefifthoftheworldp
opulationwouldbenefitfromthefruitofsuchahistoricunderta
king.
Weareproudofthesuccessfulimplementationofthe"OneCou
ntry,TwoSystems"conceptinHongKong.Oneoftheoverwhelmingr
easonsforthesuccessisduetotheunwaveringsupportanddeterm
inationoftheCentralGovernmentundertheleadershipofPresid
entJiangZemin.Theoriginaldesignandimplementationoftheco
nceptrequiresforesight,courage,innovationanddeterminati
on.PresidentJiangembodiesallthesequalities.
PresidentJianghasdevotedhislifetotheservicetoournat
ionandledthenationthroughthemostsuccessfulperiodofsocia
lstability,economicgrowthandprosperityinourmodernhistor
y.
