库布其沙漠,中国第七大沙漠,位于内蒙古鄂尔多斯高原北部,曾因恶劣的自然环境,被称为“死亡之海”。多少年来,当地人一直在与风沙抗争,但风沙吹过,努力白费,治沙难让人望漠兴叹。许多人为了生存,离开了这片黄沙。现如今,一场绿色革命正在这里上演。
The Kubuqi Desert is China's seventh-largest desert, nestled in the northern part of the Ordos Plateau in Inner Mongolia. It was once called the "Sea of Death" because of its harsh conditions. For generations, people battled the expanding desert, and this harsh environment shaped their lives. As the dunes grew, many were forced to abandon their homes. But today, something amazing is happening here — a green revolution!
这里是位于库布其沙漠上的鄂尔多斯市达拉特旗光伏发电应用领跑基地。从这个12层高的观景台望下去,眼前是一望无际的光伏板,犹如一片蓝色海洋,蔚为壮观。看到科技将荒芜之地变得如此美丽、如此富有生机,我由衷地感到震撼。
I'm here at the PV Power Base, the heart of the Kubuqi Desert. Standing atop a 12-story viewing platform, all I see are rows upon rows of solar panels stretching out like a vast blue ocean — it's breathtaking. It's truly incredible to see how technology has transformed this harsh environment into something so productive and strikingly beautiful.
李凯(鄂尔多斯市达拉特旗能源局行政审批办公室主任):我们向国家申请了第一批“领跑者基地”项目,这个项目作为库布其沙漠第一个光伏项目,从2017年开始建设,2019年底全容量并网。这个项目是100万千瓦,总占地面积5万亩,每年的发电量大约20亿度,能满足三四十万人的城市一年的居民用电量。
Li Kai (Director of the Administrative Approval Office of the Energy Bureau of Dalad Banner, Ordos): We applied to be part of the country's first batch of photovoltaic power bases. It's the first PV power project in the Kubuqi Desert. We started construction in 2017, with full capacity grid connection achieved by the end of 2019. The project has a capacity of 1 million kilowatts, covering a total area of 50,000 mu (around 3,333.33 hectares). It generates approximately 2 billion kilowatt-hours of electricity annually, which can meet the yearly electricity needs of 300,000 to 400,000 urban residents.
主持人:光伏板利用太阳能发电的同时,阻止沙丘移动,减少土壤水分蒸发,从而起到防沙治沙的作用。
Host: The solar panels and their supports do more than just generate power. They also help stop sand dunes from moving and keep moisture in the soil, which fights against the spread of the desert.
李凯:光伏板有效地阻挡了风沙侵袭,起到了防风固沙的作用,再加上我们利用了创新的板上发电、板下修复、板间种植的模式,治理沙漠(的面积)达到了5万亩。
Li Kai: The solar panels effectively block sandstorms, serving to break the wind and stabilize the sand. Additionally, we've implemented an innovative model: generating power above, restoring land below, and cultivating crops between panels. This approach has helped reclaim 50,000 mu of desert land.
主持人:除了种草之外,板下还能有哪些新花样?我们在鄂尔多斯市杭锦旗蒙西基地库布其200万千瓦光伏治沙项目区有一些新发现。
Host: Besides growing grass, what other new possibilities are there under the solar panels? During our visit to a 2-million-kW photovoltaic sand control project in Hanggin Banner, Ordos, we discovered some exciting new developments.

Li Lijun: The skin is quite thick. You can spit it out if you like.

Host: The skin is tasty too, though. It has a sweet and sour flavor. And it's so juicy. It's fresher and sweeter than what I buy at the supermarket. Really delicious! I heard you have potatoes here too?
李利军:是啊,土豆就在这边。
Li Lijun: Yes, the potatoes are right over here.
主持人:我想去挖个土豆。
Host: I'd like to dig up some potatoes.

板下种植一方面能改良沙土,将附近黄河两岸的淤泥与表层沙掺拌,并添加有机肥,形成覆土。另外,利用附近煤矿开采过程中经净化处理的疏干水进行滴灌,促进植物生长。真是丰收的一天!
To make the sandy soil better, they mix in mud from the Yellow River and add organic fertilizer. They also use purified water from nearby coal mines for irrigation, helping the plants to grow. Nice, a big harvest today!
这里除了蔬菜和水果,还有鸡哦!有这些“太阳伞”遮荫,鸡群的生活好不惬意!
And it's not just fruits and vegetables; there are chickens, too! With these solar panels providing shade, the chickens live comfortable lives.

Host: What job did you do before?
边玉莲(鄂尔多斯市杭锦旗巴拉亥村村民):以前干的工作挺多的,当过保姆、扫过街道、打扫过楼道,都是人家介绍的,打零工。到这里来之后就是养鸡,虽然辛苦,但是挣得更多点。
Bian Yulian (Resident of Balahai Village, Hanggin Banner, Ordos): I had various jobs in the past. I was once a nanny, a street sweeper, and cleaned hallways in buildings. All odd jobs, mostly through referrals.Since coming here, I've been raising chickens. It's hard work, but I earn a bit more.
主持人:每年您在这里工作的收入大概有多少?
Host: How much do you make annually here?
边玉莲:有5到6万,相比以前打扫卫生高一些。
Bian Yulian: Around 50,000 (US$7,095.85) to 60,000 yuan, which is higher than my previous cleaning jobs.
李飞(鄂尔多斯市蒙西基地库布其200万千瓦光伏治沙电站副站长):我们充分利用板下的立体空间,采取“公司+农户”的形式进行板下养殖,目前养殖规模是1000多只。在光伏板下养殖的好处就是,光伏板具有遮光挡风的作用,利于鸡的生长。当鸡达到出栏条件的时候,我们帮助他们进行禽蛋销售,也是带动乡村振兴的一种举措。
Li Fei (Deputy Director of the 2-Mln-Kilowatt Kubuqi Photovoltaic Sand Control Power Station, Ordos): We fully utilize the space beneath the panels. We employ a "company plus farmer" model for livestock breeding under the panels. Currently, we're raising over 1,000 chickens. The advantage of breeding under solar panels is that they provide shade and wind protection, which is beneficial for the chickens' growth. When the chickens are ready for market, we assist with selling the eggs. It's also a measure to promote rural revitalization.
主持人:在库布其沙漠,这个我国沙漠化最为严重的地区之一,人们因地制宜,采用“光伏发电+生态治理”模式,鄂尔多斯实现了从“沙进人退”到“绿进沙退”的历史性转变。当地百姓的生活更有奔头,年轻人们更愿意留在家乡,探寻沙漠的财富密码。
Host: In the Kubuqi Desert, once one of China's driest areas, people are leveraging solar power not just for energy, but as a tool to help care for the environment. Ordos has changed a lot. Before, the desert was taking over the land where people lived. Now, plants are growing back and covering the area again. Local people are feeling hopeful; young folks are choosing to stay and explore the treasures of their hometown.
达拉特旗光伏基地以及杭锦旗蒙西基地都属于鄂尔多斯正在规划建设的库布其沙漠“光伏长城”工程中的项目。“光伏长城”也是一条生态长城、绿电长城、产业长城、创新长城、富民长城。
The two PV power bases in Dalad and Hanggin banners are part of Ordos' efforts to build a "Great Wall of Solar Panels" across the Kubuqi Desert. This project aims to create a "Great Wall" that promotes ecological conservation, green energy production, industrial growth, innovation, and shared prosperity for the local people.
田时雨(鄂尔多斯市能源局副局长):目前通过生态治理,已建成新能源规模655万千瓦,完成治理面积26万亩,在建规模超过3600万千瓦,预计可实现生态治理面积约200万亩。到2030年,全市新能源发电量预计超过全市总发电量的一半。正在建设蒙西至京津冀、蒙西至上海,两条直流外送通道,建成后每年所发绿电,预计可满足约800万户家庭全年的用电量。
Tian Shiyu (Deputy Director of the Energy Bureau of Ordos): Through ecological governance, our new energy capacity has reached 6.55 million kilowatts. A total of 260,000 mu of desert has been reclaimed. Over 36 million kilowatts of capacity is under construction. An additional 2 million mu of desert land is expected to be reclaimed. By 2030, the city's new energy electricity generation is expected to exceed half of the total output. Two direct current transmission channels are being constructed: from western Inner Mongolia to the Beijing-Tianjin-Hebei region and to Shanghai. Once completed, the green electricity generated annually is expected to meet the electricity needs of approximately 8 million households.

Host: Ordos, once known as the "coal capital," is now embracing a cleaner future. The city is building a new system that combines different types of green energy. This system works like this: Wind turbines and solar panels generate clean energy. The power is then stored in batteries or converted to hydrogen fuel. Finally, eco-friendly trucks use this green energy to run. All parts of this process work together seamlessly. And the story of green development in Ordos is just getting started.
