中国地方政府创新奖项目介绍

　　“中国地方政府创新奖”的宗旨、性质与范围

　　“中国地方政府创新奖”是“中国地方政府改革与创新”研究与奖励计划的主要组成部分之一，旨在激励地方党政机关和群众团体的改革与创新，总结并弘扬地方改革与创新的先进经验和先进典型，促进并完善地方党政机关的公共服务。

　　“中国地方政府创新奖”是—项民间奖，评奖活动由中共中央编译局比较政治与经济研究中心、中共中央党校世界政党比较研究中心、北京大学中国政府创新研究中心联合组织，由全国专家委员会依据科学的评审程序和评估标准对申请项目进行严格的评选，最后由全国选拔委员会选举产生10名优胜奖。

　　该研究和奖励计划设全国选拔委员会和全国专家委员会；项目活动总负责人为俞可平教授(中共中央编译局比较政治与经济研究中心主任、

　　每个“中国地方政府创新奖”获奖项目将获得人民币5万元的奖金。项目评奖活动的所有费用，包括奖金，全部由项目组织者承担。严禁项目组成员接受参评单位任何形式的资助，一经发现，立即取消项目组成员资格，同时取消资助单位的参评资格。但项目接受非参评的企业、基金会、个人和政府部门的捐助。在此，我们希望有志于中国政治发展和政治文明建设的有识之士积极参与“中国地方政府改革与创新”奖励与研究项目。

　　凡是由地方政府和党团组织所从事的创造性公共服务或公共行政活动均属于选拔范围。地方政府机关和党团群众组织是指：市、县(包括县级市、城市的区)或县以下党政机关、工青妇群众组织和其他合法的社会团体。

　　●Summary of the Awards Program

　　The Awards Program Of Innovations and Excellence in Chinese Local Governance is the first awards established by academic group to evaluate government behavior. It is co-organized by China Center for Comparative Politics & Economics (CCCPE), the Comparative Research Center for the Party of the Central Party School and Center for Chinese Government Innovations of Peking University. Professor Yu Keping and Professor Wang Changjiang are co-directors of the program.

　　The program established three committees: International Steering Committee, National Experts Committee and National Selection Committee.They are responsible for major policy-making, selection and awarding.

　　As for local governance innovations, they include many topics such as political transparency，civil society organizations，democratic elections，self-governance，integrity，public hearings，poverty alleviation, political participation，administrative services and etc.Each Of the final winners will be awarded ￥50，000 RMB.As for the local, it covers all levels from the township to prefecture. On these levels, any public agencies including governmental organizations and party organizations can apply for.

　　●中国地方政府创新奖的目标与原则

　　Goals and Principles of the Program

　　•目标

　　1、发现地方政府在制度创新、机构改革和公共服务中的先进事迹，宣传、交流并推广地方政府创新的先进经验。

　　2、鼓励地方党政机关进行与社会主义市场经济相适应的改革，推进地方治理。

　　3、建立一套客观、科学的政府绩效评估体系，对地方政府的创新行为进行独立的评估和奖励，推动中国政治学的发展。

　　4、对地方政府创新行为进行研究和理论总结，推进中国政治发展。

　　•Goals

　　1、To find, exchange and spread excellent innovations in local governance;

　　2、To encourage local governments to undertake creative activities and innovative reforms in accordance with the market economy in the global age;

　　3、To explore a set of objective criteria for evaluating independently local government performance in a bid to promote studies on Chinese politics;

　　4、To undertake field studies and theoretical analysis of government innovations with aim at advancing political development in China.

　　该项目并不以营利为目的，不会给地方政府增加负担。

　　2、独立

　　对地方政府创新的评价体系和评价过程是独立于政府和企业的。

　　3、公正

　　评价过程和选拔过程是公正的。

　　整个活动的运作是公开透明的

　　•Principles

　　Non-Profit

　　The IECLG is not for making profit and will not add burden for local governments.

　　Independence

　　The evaluative criteria and evaluation are independent from the government and private sector.

　　Justice

　　The evaluative and selection process is to insure no excellent innovations are overlooked.

　　Transparency

　　The whole process is open and transparent.

　　Organizational Structure

　　The China Center for Comparative Politics and Economics (CCCPE) is responsible for carrying out the IECLG together with the Center of Comparative Studies on Political Parties affiliated with the Central Party School of CCP) and the Center of China Government Innovations of Peking University. The program office located within the CCCPE.

　　•国际指导委员会

　　最高咨询、决策和监督机构，其组成人员应当是拥有丰富政治经验或政治知识的资深官员或著名学者，对中国的民主治理有深切的关注和强烈的责任感。在指导委员会中，中国学者和外国学者各占半数，同时也要充分考虑性别、职业、地区等因素。委员会半数以上成员出席或表决时，形成的决议方为有效。委员因故不能出席重要会议时，可以进行委托投票，经本人签名的委托投票为有效票。

　　指导委员会的主要职责包括：1)审议和批准“中国地方政府创新奖”评审标准和评审程序；2)审议和批准“中国地方政府创新”项目的年度计划；3)对“中国地方政府创新奖”评选的重点和方向提出建设性意见；4)对进一步完善和改进中国地方政府创新项目提出建议；5)协助“中国地方政府创新奖”组委会进行对外交流与对外合作。

　　It is the supreme body for making decisions, consulting and supervision. It is consisted of senior officials and distinguished scholars who understand the development of Chinese political development and are concerned deeply with democratic governance. Among the members, international scholars and Chinese scholars are equal in terms of number. Gender, position and region are also taken into consideration. Decision will be effective only if over half of members to be present and over half of them vote for. Proxy vote is permitted only if members signed on it.

　　Its major functions includes: (1) Reviewing and approving the selection criteria and process of the Awards; (2) Reviewing and approving annual plan; (3) Providing consultancy to annual theme and development direction of the Awards; (4) Advising the program to improve; (5) Assisting the Organizing Committee to undertake exchanges and cooperation.

　　•全国专家委员会

　　专家委员会由指导委员会聘请，人数12人左右。除核心人员外，根据每个年度评选主题进行相应调整。专家委员会负责选拔候选项目。

　　•全国选拔委员会

　　选拔委员会的组成也要充分考虑各种因素，但必须有上届获奖地方的代表。选拔委员会负责创新项目的最终选拔。

　　Steering Committee

　　It is final decision-maker. Gender, occupation, region and other factors will be taken into full consideration to make it balanced when it is set up. The committee is responsible for: (1) Examining and approving the working plan and supervising its implementation; (2) Examining and approving the budge plan and supervising its implementation; (3) Raising funds; (4) Inviting members of the Expert Committee and National Selection Committee; (5) Putting forward advices for the program and helping to coordinate various relations.

　　Expert Committee

　　It is a subsidiary body for Steering Committee. The number of members is about 12 and recommended by the latter. In addition to core members, other members are adjusted according to the applications. The Expert Committee is responsible for picking up 20 candidates for the final from the applicants.

　　National Selection Committee

　　It is independent although its members are invited by the Steering Committee. Various factors are considered in order to guarantee the selection just. 2 or 3 representatives from former winners are included. It votes for finalists.
